The Franz Josef Top 10 Holiday Park is at the northern end of Franz Josef town, and is much larger than the 'in town' campsites, as well as the more up-market Top 10 experience.
We arrived in the late autumn off-season, and there was only two motorhomes parked there. However, with high quality facilities, and plenty of parking, I imagine that it would be very busy over the summer holiday period.
