The William Mangakahia Lagoon Reserve provides beach front parking for accessing the walkway to New Chums beach. There is also limited freedom camping available for certified self-contained motor caravanners.
The New Chums beach has been rated as one of the best, unspoiled, beaches in the world. It is not directly accessible by road, and you have to make a short walk from the car park through some native bush to get there.
There is only limited parking available in the beachfront area, which is likely to be jam packed over the summer holiday season. However, there is a large grassed reserve at the back of the parking area. It is not signposted, but looks like it is public property, and may be available for freedom campers.
Also note that, while you can bring your dogs here from autumn through to spring, dogs are banned from Labour weekend until the 1st March - which is also the endangered New Zealand Dotterel nesting season.
UPDATE: 8-Mar-2016
We've just been advised that the council have no made this a No Freedom Camping area, and have set up signs to this effect.
