Certified self-contained vans can park overnight in any council parking area that is not sign-posted as prohibited.

You risk a $200 fine for ignoring the rules.
Whangarei District Council also provides four designated freedom camping areas for self-contained vehicles
as well as 18 sites that permit non self-contained camping options.
Parking spaces and van length are limited at these sites and they are very popular, so be sure to arrive early
if you want to park overnight. We recommend you avoid these during the summer season.
Entrance to Bream Bay beach
Ruakaka Beach Reserve provides access to Bream Bay beach. It's a nice picnic area adjacent to the surf club, and is locked overnight from 9pm to dawn.
Overnight camping is allowed in the reserve for self-contained vans no longer than 10 metres, and you're limited to just the one night. Be sure to park within the designated area.
It's a quiet, pleasant location, with access to the beach via a short walk over the sand dunes.
